Simulate account status

Simulates an account status change between ACTIVE and RESTRICTED. RESTRICTED restricts the account and its deposit addresses, and declines every authorization on its cards; the cards themselves keep the status they held. ACTIVE lifts the restriction and leaves card statuses untouched.
